He doesn't realize that you're honestly faster than him so he's working to overcome your tactic. Using a pit stop maneuver I believe, trying to wreck you." It was an old tactic, but it wasn't exclusive to faster racers stuck behind slower ones. Plenty of not quite fast enough for their own tastes bots used it to simply wreck the faster opponents, allowing the slower bot to win anyway.
Rodimus had seen and done it for both reasons. Without it most racers wouldn't have half as many wins as they claimed, and since everybody knew it was coming nobody could say it was cheating. Not that most racers on a planet full of technological marvels and intelligent robotics was going to start throwing that accusation around in a free for all racing format anyway. There was no such thing as 'stock' racing units on Cybertron. Rodimus himself was proof of that. He started using his device to figure out where would be the best place to scan the race leader and finally decided that it would be simply the next time the unique truck came around the near turn in the oval track. The flag went out, indicating the last lap had just begun for the front runner.
He set up, setting his scanner for a tight beam that would just pull in the truck itself. When the moment was right he activated it as the truck came by, and his scanner pulled in all the info necessary to change his own alternate form.
