Starscream has never had many friends or allies, not true ones, and due to his prickly personality, isn't likely to make any fairly quickly. It helps to get on his good side if you're polite towards him from the get-go, and flattery won't hurt your chances -- he's very unused to being shown active, genuine respect, and the initial shock of it will soften him considerably. What friends he does keep have a sort of loyalty from him, usually that of a mother hen protecting her chicks. He becomes fairly fussy over his companions fairly quickly.
Enemies, however, are everywhere around him. Starscream was a politician pre-war, a powerful Decepticon general throughout most of it, and the SIC of the entire Decepticon armada for the rest. He has killed and tortured, both under orders and by his own decision, and he's notoriously petty. Because of this, though, there's not really a single person he'd call his "nemesis"; no one but Megatron, perhaps, has captured his attention like that.
For the same reasons he doesn't have many friends, he's also been denied more intimate relationships. Starscream is severely lacking in lovers -- the last long-term relationship he had, in fact, that wasn't strictly due to him seeking to further his own agenda, was his relationship with Skyfire. In a sense, it would be ridiculously easy to manipulate him into a less-than-healthy romantic relationship. Show him a single scrap of positive attention and he'll be putty in your servos.

For a minibot like Tailgate, making friends is practically effortless. His outgoing, sweet, and bubbly personality is refreshing to many mechs, especially in times like this, when outgoing and friendly people are few and far between. He's extremely loyal to the mechs he trusts -- of which there are a lot -- and his friendship is easy to win. He sees the best in people no matter what, and someone less savory could take advantage of that kind of naivety.
Conversely, enemies? Absolutely none. He's very old, physically, but he's only truly "lived" for a little more than half a year. He had no time to make enemies before he was put in stasis, and didn't really want to, anyways. Using him now, however, could make him hate you, as could hurting anyone he loves.
